Joining?

Hello, I have a question [obviously]. It's about joining this site- I was wondering when can people start joining? I am just asking this because if you hit register it says

Sign ups are currently disabled at this forum. Only staff members can create accounts at this time.

I would be very happy if you could answer that for me, thank you.
